At Presbyterian College, we honor the service and sacrifice of our military veterans by providing dedicated support for your educational journey. Our experienced Registrar’s Office works directly with you to navigate VA benefits, ensure smooth credit transfers for military training, and help you make the most of your earned educational benefits. As a veteran, you’ll find a supportive Blue Hose community that understands the unique challenges of transitioning from military to civilian life while pursuing your degree. 


How We Support You

The Registrar’s Office provides assistance with: 

  • Applying for benefits 
  • Certification of enrollment 
  • Transmitting necessary enrollment information to the proper VA regional office 

Note: The Registrar is not part of the U.S. Department of Veterans Affairs or employed by the Department of Veterans Affairs. 

In accordance with Title 38 US Code 3679 subsection (e), Presbyterian College ensures that students using VA Post 9/11 G.I. Bill® (Ch. 33) or Vocational Rehabilitation and Employment (Ch. 31) benefits will not face barriers while awaiting VA payments. We will not: 

  • Prevent your enrollment 
  • Assess late penalty fees 
  • Require you to secure alternative funding 
  • Deny access to classes, libraries, or other campus facilities 

To qualify for these provisions, you may need to: 

  • Provide your Chapter 33 Certificate of Eligibility (or equivalent) or for Chapter 31, VA VR&E’s contract with the school on VA Form 28-1905 by the first day of class 
  • Submit a written request for certification 
  • Provide any additional information needed for proper enrollment certification 

Important Reminders for All Benefit Types

  • Submit a Certification Request after registration for each semester you intend to receive VA payments 
  • Only degree requirements can be certified 
  • Online remedial courses cannot be certified for VA benefits 
  • Inform us immediately of ANY registration changes 
  • Chapter 33 students must verify enrollment status monthly to continue receiving housing allowance/kicker payments 

Post 9/11, Fry Scholarship & Vocational Rehabilitation 

  • Tuition and fees reported to VA after add/drop deadline 
  • Vocational Rehabilitation will be paid by your counselor after invoicing 

Montgomery GI Bill (Chapters 30 & 1606) 

  • Verify your enrollment with the VA on the last day of each month 
  • Call 1-877-823-2378 or visit A.V.E. to verify enrollment 

Applying For Benefits

  1. Submit your VA Benefits application online 
  2. Expect 4-6 weeks processing time for eligibility letter 
  3. Forward a copy of your eligibility letter to the Registrar’s Office 
  4. If transferring benefits from another individual, complete the transfer process first 
  • Montgomery G.I. Bill: For individuals who entered active duty after June 30, 1985, including certain Reserve and National Guard participants 
  • Post 9/11 G.I. Bill: For individuals with at least 90 days of aggregate service on/after September 11, 2011, those discharged with service-connected disability after 30 days, or qualifying dependents 
  • Survivors’ and Dependents’ Educational Assistance Program: For children and spouses of veterans who are permanently/totally disabled due to service or who died on active duty

Certification Process

  • Students are certified after registering for courses 
  • Average processing time: 4-6 weeks (may be longer for new students) 
  • Chapter 33 students receive two certifications:  
    • Initial certification before semester (enrollment hours, zero tuition/fees) 
    • Second certification after drop/add deadline (enrollment hours, tuition/fees) 
  • All registered classes must fit into your declared program of study 
  • Only courses listed in the Presbyterian College Catalog for General Education and your major are covered 
  • You are responsible for ensuring your classes meet VA certification requirements 
  • Charges for courses outside your program of study are your responsibility 

Degree Requirements

  • All VA students must declare a VA-approved degree program 
  • First and second-year students may be classified as “undeclared major” 
  • Undeclared majors must follow General Education requirements and not exceed 59 credit hours 
  • PC must discontinue VA benefits for undeclared majors beyond the second year 
  • Submit official transcripts from all prior institutions to the Office of Admissions 
  • We are required to report all applicable prior credits to the VA 

VA Payments

Chapters 30, 35, 1606, & 1607 

  • Average processing time: 4-6 weeks after semester begins 
  • You are responsible for all tuition, fees, room, and board payments while awaiting VA checks 
  • VA checks serve as reimbursement to you 

Chapter 33 Recipients

  • VA payments for tuition and fees are sent directly to Presbyterian College 
  • Book and supply stipends are sent directly to you 
  • You are responsible for any fees not covered by the Post-9/11 G.I. Bill® 

Important Changes to Post 9/11 Tuition and Fee Debt 

As of January 2021, under the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020: 

  • For courses dropped after the 100% refund period or withdrawn from, the school must return payment to the VA 
  • Students are then responsible for paying the school for these dropped/withdrawn courses 
  • Book stipends and monthly housing allowance debts remain the student’s responsibility to repay the VA 
  • Withdrawals due to extenuating circumstances (VA Mitigating Circumstances) or first-time withdrawals up to 6 credit hours may have reduced or eliminated debt 

This requires more careful consideration when reducing credits after the 100% drop deadline or withdrawing without extenuating circumstances.
